EU ambassadors agreed to the bloc's largest-ever expansion of Russia sanctions on October 7-8, 2026, adding more than 1,500 individuals and entities and bringing the total under EU sanctions over the war to nearly 4,650; the package was adjusted to exclude a Russian rare-earth firm at Estonia's request.
