Russia's annual winter campaign against Ukraine's energy infrastructure officially began around September 29-30, 2026, roughly ten days earlier than the previous year, with ballistic missiles and drones primarily targeting thermal power plants, combined heat and power facilities, and transmission infrastructure around Kyiv. An intercepted Russian plan reportedly identifies 60 energy targets nationwide and calculates the weapons needed to cut major cities off from electricity, heating and water, potentially reducing supplies by up to 90%.
