A group calling itself 'Black Rus' claimed responsibility for an incident overnight on October 6 in which armed, masked men threatened Latvian soldiers on the Belarus border. Lukashenko denied Belarus breached the border, but experts, including exiled Belarusian journalist Dmitry Khalko, described the group as a proxy operation resembling the masked soldiers used to seize Crimea in 2014.
