Latvia's Foreign Ministry added a Russian citizen to its persona non grata list on October 6; reporting identified him as journalist Leonid Ragozin, who has lived in Latvia for 12 years since fleeing after Crimea's annexation and would become the first independent anti-war Russian journalist on the list of over 150 names.
