Overnight into October 14 and again into October 15, Russian forces launched waves of ballistic missiles and drones (reported as 39 missiles and over 115-120 drones in one wave) targeting Kyiv's energy infrastructure, hitting all three of the city's combined heat and power plants and other facilities. The attacks killed at least five people and injured dozens, cut power to roughly 600,000 residents, halted electric transport and rail services in parts of the city, and prompted emergency rolling blackouts. Ukrainian officials said allies failed to provide timely warning of the ballistic missile waves on two consecutive nights. President Zelensky called the disrespect shown toward the US unprecedented and urged Washington to respond with more Patriot interceptors and firmer measures against Moscow. Mayor Vitali Klitschko noted Kyiv's CHP plants have now been struck nearly 50 times this year, and the city has mobilized hundreds of generators and mobile boilers ahead of winter. Railway infrastructure nationwide was also hit in the same strikes.
