President Volodymyr Zelensky urged European Union leaders at the Brussels summit on October 16 to supply 300 Patriot interceptors and 70 billion euros, about 79 billion dollars, in additional support for 2027. He said the war will cost Ukraine 155 billion euros next year and called on Greece and Spain to release their own Patriot inventories as Ukraine's stocks run low, though he said Europe holds enough PAC-2 and PAC-3 missiles to meet Ukraine's minimum needs this winter. Zelensky also pressed for use of frozen Russian assets beyond their proceeds, Foreign Minister Andrii Sybiha said, and discussed energy support, air defense and EU accession clusters with European Council President Antonio Costa and Commission President Ursula von der Leyen. He warned that without a determined EU, Putin would have advanced further, and said Europe understands that Ukraine holding out keeps overall escalation with Russia lower.
