US President Donald Trump signed an executive order suspending tariffs and sanctions on Russia under the Lindsey Graham Act, calling the move in the national interest amid efforts to lower US diesel prices ahead of November 3 midterm elections. The move accompanies a bilateral deal allowing Russian diesel fuel onto global markets. Ukrainian President Volodymyr Zelensky called the waiver a mistake that would embolden Vladimir Putin, describing it as a "sanctions blackout," while Representative Gregory Meeks introduced a bipartisan bill, the Prohibit Corrupt Russia Oil Deals Act, to block the diesel deal by revoking OFAC licenses and barring DFC investment in Russian energy. A watchdog group also criticized the waiver for undermining sanctions meant to curb Russia's war revenues.
