President Volodymyr Zelensky said Russia is installing drone signal repeaters in Belarus to help Shahed and Geran drones reach western Ukraine and is lobbying Belarusian leader Alexander Lukashenko to deploy ballistic missile systems there, which would directly draw Belarus into the war. Ukraine's border guard service said the Belarus-based equipment already helps relay signals for drones targeting western Ukraine and the Polish border region. Zelensky said Russian targeting doctrine continues to focus on municipal water utilities, power generation, Black Sea ports and river bridges ahead of winter.
