President Volodymyr Zelensky told a bipartisan group of US lawmakers on October 19 that Washington has not explained Starlink and Starshield speed limits, which he said stop working at 130-161 km/h, or missing warnings before Russian ballistic missile attacks, while the Pentagon has delayed delivery of Patriot interceptors and other vital supplies. Republican Congressman Brian Fitzpatrick threatened investigations and budget cuts over the Starshield restrictions, and other Republicans threatened to block a $350 billion Pentagon spending package unless Trump takes a tougher line on Russia. The dispute unfolded alongside a public feud in which Trump claimed Zelensky "doesn't want to end this war" and defended easing sanctions on Moscow, while Zelensky countered that Russia, not Ukraine, is rejecting peace; Congresswoman Madeleine Dean accused Trump of acting as "Putin's puppet." Zelensky also met Lockheed Martin representatives in Kyiv to discuss more Patriot interceptors and servicing F-16s.
