The Comoros-flagged cargo ship Khoryv sank off Romania's Black Sea coast near Constanta on October 23 after being struck by a drone, killing one Ukrainian sailor, hospitalizing four others, and leaving three of the 13-member crew missing, Romanian President Nicusor Dan said. Romania blamed Russia for the attack and launched a rescue operation that recovered nine survivors. European Commission President Ursula von der Leyen condemned the strike as a Russian escalation in the Black Sea, as the incident added to a series of attacks on commercial shipping ahead of planned NATO surveillance reinforcement in the region.
