President Volodymyr Zelensky said on October 23 that speed restrictions on Starlink and its military version Starshield remain in place in Ukraine, contradicting US President Donald Trump's claims that service had been restored. Trump said he would contact SpaceX owner Elon Musk if problems continued, while US lawmakers sent Musk a public letter demanding answers, and Ukraine's defense ministry said connectivity losses capped at 161 kph persisted. Zelensky said Secretary of State Marco Rubio was expected to revisit the restrictions within 48 to 72 hours, and separately warned that previously agreed Patriot interceptor deliveries have also been delayed, leaving Ukraine short of air defenses against Russian ballistic missiles. The Kyiv Independent reported that eleven days after the malfunctions began, no US official has taken responsibility, with the Trump administration blaming SpaceX.
