President Volodymyr Zelensky said on October 23 that team-level trilateral peace talks between Ukraine, Russia and the United States will begin in the first half of November, with a location possibly in Abu Dhabi, Kremlin spokesman Dmitry Peskov said. Zelensky outlined Ukraine's conditions for a lasting peace, including a powerful Ukrainian army backed by at least ten years of international funding, firm US and European security guarantees, and a ceasefire before broader negotiations begin. The Economist reported that a US peace proposal under discussion would create a demilitarized zone in Donbas and offer Ukraine EU membership and an investment program in exchange for abandoning its NATO bid, while Russia would receive eased sanctions and partial restoration of Western ties. Kyiv has refused to cede territory, and Zelensky said whether talks proceed depends on Russia's willingness to engage.
