Kremlin aide Yuri Ushakov said on Oct. 25 that Russia is ready to resume talks with Ukraine and the US after Nov. 4, though the session would be preliminary. Zelensky said technical talks among negotiating teams must precede any leaders' meeting and announced a security meeting in Brussels with US, EU and NATO representatives. Ushakov said preparations had begun for a Putin-Trump-Xi summit around APEC in Shenzhen on Nov. 18-19, and said Europe should be included in discussions. Peskov said Moscow would accept an EU envoy focused on real peace. Zelensky offered to halt refinery strikes if Russia stops hitting the power grid, said an energy truce could show readiness to end the war, and warned against lifting sanctions. Trump said the US would do business with both countries after the war.
