German Ambassador Boris Ruge said Russia has at no time in the past four and a half years negotiated in a serious way, Ukrainska Pravda reported on October 27. He said Germany was wrong to assume a partnership with Russia was possible and will not return to that approach. The remarks came as diplomatic efforts toward talks continued.
