FCC Chairman Brendan Carr announced that the agency will vote on November 19, 2026 on rules allowing prisons to use signal jamming. Radiofrequency jammers are generally banned under Section 333 of the Communications Act, with few exceptions. Carr said contraband cellphones have been pouring into prisons and that jammers are needed to stop them.
