A Russian strike damaged a municipal veterinary and sterilization center in Chernihiv on October 28, killing one dog and wounding other animals. Ukrinform and Kyiv Post reported that three women were also injured. Kyiv Post said the Banderol missile attack prompted the National Police to open a war crimes case. Russian drones also reportedly struck an administrative building and civilian vehicles in the town of Semenivka.
