Meduza reported in an October 21 report that the Kremlin has instructed loyal Russian media to describe attacks on Ukraine's energy infrastructure as 'Putin's strikes'. The outlets are also told to portray those attacks as more effective than Ukrainian strikes on Russia, according to the Kyiv Independent. The Kyiv Independent said few outlets had picked up the report.
