Canada will contribute an initial €500 million toward the European Union's €90 billion loan facility for Ukraine, Prime Minister Mark Carney announced on October 30. He made the announcement alongside Ursula von der Leyen and António Costa at the 21st EU-Canada summit in Montreal. Kyiv Post and Ukrinform both reported the pledge. The loan covers 2026 to 2027 and is funded in part by immobilized Russian assets, which Carney commended as a leveraging mechanism. Ukrainska Pravda reported that the European Commission is preparing a mechanism to release another €45 billion in 2027.
