Bulgarians voted on November 1 in a tight presidential runoff between acting President Iliana Iotova and former caretaker prime minister Andrey Gyurov. Iotova led the first round on October 25 with 34.76 percent to Gyurov's 31.95 percent, amid record-low turnout of 22.98 percent. The campaign has centered on Bulgaria's posture toward Russia and Ukraine and on maritime security concerns.
