Global crude oil refinery inputs fell 4.8 million barrels per day, or 6%, in the second quarter of 2026, according to Kpler data cited by the EIA. Throughput then rose by 1.8 million barrels per day in the third quarter, mainly as refiners in the region adjusted to new trade flows. The decline followed the start of conflict in the Middle East in late February. The EIA Today in Energy analysis did not give a regional breakdown.
