A member of the independent UN commission investigating rights violations in Syria said on Wednesday that many children born since the war began in 2011 have no legal identity. Nationality passes only through fathers, many of whom are dead or missing, leaving those children without documentation. The commission member said the children are paying the price of the conflict and of a law that shuts out mothers. The report did not describe any government response or planned changes to the law.
