Russia's Transport Ministry proposed extending until the end of 2028 a special regime that lets Russian airlines operate foreign aircraft and engines leased from foreign companies. Vedomosti reported the proposal, citing a draft government resolution it had reviewed. The measure would allow carriers to keep flying planes that were never returned after the full-scale invasion of Ukraine. The draft has not been adopted.
