Finland's Defense Minister Antti Hakkanen called for European countries to commit at least 0.25% of GDP in support of Ukraine. He said Kyiv has identified that percentage as the level needed to keep it financially afloat. Hakkanen framed the call as a matter of burden sharing on defense and Ukraine for the sake of European unity. The Kyiv Independent reported his remarks on November 6.
